Where WagiPlus stands right now
In the Philippines, the legality of an online casino app comes down to its licence: the operator must hold one from PAGCOR, and the exact domain you play on must be registered under it. That's the test WagiPlus has to pass too.
So before your first deposit, do the check yourself: search the brand and the exact domain on pagcor.ph, or ask WagiPlus support for its licensed operator's company name and licence details. Our WagiPlus review shows exactly what we looked at.
The three legal tests every player must pass
Even on a fully licensed app, the law looks at you and your payment too:
| Test | You pass if… |
|---|---|
| Who you are | You're 21 or older, and not a government official or employee, a member of the Armed Forces, or a police officer. |
| Where you play | The operator is PAGCOR-licensed and the address in your browser is one of its registered domains. |
| How you pay | Money goes through the cashier inside your own account — never to an individual "agent". |
Fail one and you're outside the rules. Lotto is a separate system run by the PCSO — see our PCSO Lotto guide.
Why PAGCOR's domain list decides it
PAGCOR — the Philippine Amusement and Gaming Corporation — both runs gaming and licenses private operators. For online platforms it publishes the licensed operator and the web addresses that operator may use.
That's why a seal in an app footer can't settle the question: anyone can paste an image. What counts is whether the exact address you're on appears in PAGCOR's list. Paste any address into our Legit Check, then confirm it with the four-step method.
Paying WagiPlus with GCash or Maya after the BSP order
Under Memorandum No. M-2025-029 of August 14, 2025, the Bangko Sentral ng Pilipinas gave banks and e-wallets 48 hours to pull any in-app shortcut or feature pointing to online gambling. GCash suspended in-app gaming access on August 16, 2025, and Maya turned off its in-app games feature.
The BSP called it a stopgap while it prepares stricter rules for gambling payments. We hadn't seen a final circular as of October 19, 2026. What that means when you use WagiPlus or any app:
- There's no "Games" shortcut inside GCash or Maya anymore — that's expected.
- Use only the payment options shown in the app's own cashier.
- Watch GCash's and Maya's official announcements; the rules can change again.
- Never send money to a person who offers to "work around" the restriction.

Offshore apps and the POGO ban
Philippine Offshore Gaming Operators were only ever allowed to serve players abroad. The government then closed the sector completely:
- July 2024: a total ban is announced in the State of the Nation Address.
- November 5, 2024: Executive Order No. 74 puts the ban into effect.
- December 31, 2024: deadline for offshore operations to wind down.
- October 23, 2025: Republic Act No. 12312, the Anti-POGO Act of 2025, makes the ban law and revokes existing licences.
So an app that describes itself as "internationally licensed" can't be used legally by players located in the Philippines, whatever it calls itself.
What's illegal no matter which app you use
- E-sabong: halted in 2022 and never allowed back.
- Unlicensed sites: Presidential Decree 1602, as amended, penalizes illegal gambling and can reach bettors, not only operators.
- Offshore platforms: covered by RA 12312.
- Underage or excluded players: anyone under 21, and government workers, military and police, on any app.
There's also the practical risk: if an app outside PAGCOR's oversight holds your balance, you have nowhere official to escalate a dispute. Learn the warning signs in how to spot fake WagiPlus sites, apps and agents.
Could Congress ban apps like WagiPlus?
Several bills filed in 2025 and 2026 would tighten online gambling — restricting advertising, payments or access — and Senate Bill 47 proposes banning domestic online gambling altogether. As of October 19, 2026, none had become law.
PAGCOR's own response has focused on stronger identity checks, ad limits and responsible-gaming tools. We'll update this post as soon as Congress enacts one of these bills or the BSP publishes its final payment rules.
